I would just fear that something would eventually go wrong, or get out of control. In addition, trying to get an entire population in agreement as to what the weather should be could be difficult. Weather control could have a positive economic impact on a ski resort community, but the positive impact there could negatively affect other areas of the country. Once the snow or rain starts, how would we force it to stop? What are the environmental concerns? ... All things to think about.
